Accessibility legislation: Slovakia
Act No. 351/2022 on the accessibility of products and services for persons with disabilities, Slovakia’s digital accessibility regulation is governed by multiple regulating bodies listed below. It has been enforced in June 2025, while the latest amendment to the regulation was made on July 6, 2023.
Scope of application
The law specifies accessibility requirements for various products, services, and transport elements introduced or provided after June 28, 2025. Specifically, it covers:
- Computer hardware system and operating system for this hardware system for general purpose intended for the consumer
- Self-service terminal, namely:
- Payment terminal
- An ATM, if it is intended to provide a service according to special regulations
- Ticket vending machine, if it is intended to provide a service according to special regulations
- Check-in facility, if it is intended for the provision of services according to special regulations
- An interactive self-service terminal providing information, if it is intended to provide a service according to special regulations
- Except for a terminal installed as an integrated part of a vehicle, aircraft, ship or railway vehicle
- End device with interactive computing capability intended for the consumer, used for:
- Electronic communication services
- Access to audiovisual media services
- Electronic reader
Exceptions
Slovakia’s Government Regulation no. 282/2023 includes several exceptions. Accessibility requirements apply only if they do not significantly change the product or impose a disproportionate burden on the producer. Manufacturers must assess and document their compliance for five years and provide this documentation to the relevant authority upon request, though micro-enterprises are exempt from the documentation requirement. Additionally, the burden provision does not apply to manufacturers receiving financial support for improving accessibility. Manufacturers must notify the relevant authority in writing when placing a product on the market. For self-service terminals, those in use before June 28, 2025, may continue to be used for similar services until the end of their useful life, but no longer than 20 years.
Fines and penalties
If the non-conformity referred to in the first part of this section has not been eliminated, the market supervisory authority shall set restrictions on the offering of the product on the market or prohibit the product from being offered on the market or demand its removal from the market.
Reporting
Slovakia follows the EU-wide mandate for accessibility statements on websites and digital services. These statements are essential for maintaining transparency and accountability.
This statement must be publicly available on their websites and provide clear information on the accessibility status of their digital services, such as whether they meet the required standards or outline existing accessibility issues. The statement should also detail the measures taken to improve accessibility, including any ongoing efforts or plans for remediation. Additionally, the accessibility statement must specify how users can report accessibility problems and request assistance, ensuring that organizations remain accountable and transparent in their commitment to accessible digital experiences.
